The 3rd International Conference on Theory and Practice of Electronic Governance (ICEGOV2009), took place in Bogotá, Colombia, November 10-13, 2009. Established by the United Nations University through the UNU-IIST Center for Electronic Governance, the conference is an international forum for practitioners, developers, and researchers from government, academia, industry, and non-governmental organizations. The goal of ICEGOV is to share the latest findings in the theory and practice of Electronic Governance from a multi-disciplinary, multi-stakeholder, and community-oriented approach.

CTG was a co-organizer of the 1st International Conference on Theory and Practice of Electronic Governance (ICEGOV 2007) in Macao SAR, China in partnership with UNU-IIST. Since then, CTG staff members have maintained a leadership role in the development of the conference. In 2009, CTG continued that active participation through Theresa A. Pardo, director, who served on the ICEGOV2009 Advisory Board and Sharon S. Dawes, senior fellow, who sat on the ICEGOV2009 Awards Committee.

During the 2009 conference, CTG staff made several presentations sharing the Center’s research. Dawes jointly conducted a tutorial session on e-governance policy, with CTG visiting scholar Evgeny Styrin, and Pardo conducted a workshop on collaboration and information sharing. Two papers were also presented by CTG alumnus Lei Zheng, currently at Fudan University, and Santiago Guerrero, a UAlbany Rockefeller College PhD student:

• Leadership Behaviors in Cross-boundary Information Sharing and Integration: Comparing the US and China. Lei Zheng, Sharon Dawes and Theresa Pardo
• Issues and Strategies for Conducting Cross-National e-Government Comparative Research. Mohammed A. Gharawi (UAlbany CCI), Theresa A. Pardo and Santiago Guerrero (UAlbany PAD)

In addition, Anna Raup-Kounvosky, program staff assistant, presented a poster, Public Sector IT Governance: From Frameworks to Action, jointly authored by CTG staff Jana Hrdinová, Donna S. Canestraro, and Pardo. Raup-Kounvosky was awarded a scholarship to partially fund her participation in the conference. The scholarships were for authors of accepted submissions who are citizens of developing countries, working for government or academia, or studying for an advanced degree.

ICEGOV2009 is funded in part by the Ministry of Information and Communication Technology, Government of Colombia, and co-organized by: (1) United Nations University, (2) Observatorio de Sociedad, Gobierno y Tecnologias de Informacion, Universidad Externado de Colombia, and (3) Programa Gobierno en Linea, Ministry of Information and Communication Technology.

The 4th International Conference on Theory and Practice of Electronic Governance will be held in Beijing, China during October of 2010; CTG will be a co-organizer of the conference and Pardo will step into the role of conference co-chair. ICEGOV2010 will be jointly organized by the UNU-IIST Center for Electronic Governance, the E-Government Research Center, China National School of Administration, and CTG.
