Daniel Morgan is the Chief Data Officer for the U.S. Department of Transportation (USDOT).

As Chief Data Officer, he has overall responsibility for the Departmental data program and data compliance across the Department. He is responsible for establishing a clear vision of the data managed in DOT and the application of DOT data for decision-making. He serves as data strategist and adviser, steward for improving data quality, liaison for data sharing and developer of new data products. One of his recent initiatives includes launch of the Federal hiring action for data science talent.

Previously, Morgan spent 15 years as a management consultant, providing services to public and private sector clients in a variety of areas, including: open government, information technology (IT) governance, IT capital planning and investment control, IT enterprise architecture, supply chain and logistics, as well as human capital planning. Mr. Morgan consulted several Federal government agencies on open government matters, especially the USDOT, in his role at Phase One Consulting Group.

Among other accomplishments, he spearheaded the development of an entirely new data product for USDOT, the National Transit Map, built from and powered by open data developed at the local government level. He has championed the use of new and emerging data sources to support advances in transportation safety, establishing the National Waze Research Archive and partnering to develop innovative data sharing and analytics capabilities such as the USDOT Secure Data Commons.

Morgan holds a bachelor of science in Mechanical Engineering from the University of Illinois at Urbana-Champaign.
