The NYS Department of Health Office of Health Insurance Programs (OHIP) recognizes that establishing an enterprise IT strategic plan and a related enterprise-wide process for making systems-related investment decisions is central to the ability of OHIP to achieve its strategic goals.

OHIP’s Executive Leadership and Division Directors are seeking an approach to align resources, systems and priorities and formalize a strategic planning process that ensures IT investment decisions are reflective of or advance OHIP policy priorities or strategic goals.

The Center for Technology in Government (CTG UAlbany) at the University at Albany, SUNY worked with OHIP’s Executive Leadership and Division Directors to design and implement a sustainable process for enterprise decision-making that would enable cross-division decision-making.

CTG worked with the OHIP leadership to team to design new process and to manage the change management necessary for its implementation and use.
